The Flayer is located in labirynth and can be found in Labyrinth Level 10 location. In Diablo 3 present from 2.4.3 version and is Storm Rider type of monster. On the same map are other unique monsters such as Obsidian Lord Blackstorm, Blood Claw Goldblight of the Flame.
