Monster quite easy to find because of characteristic location with killed big beast at Fields of Misery. He spawns after touching beast.
Burrow Bile is located in act 1 and can be found in Forlorn Farm location. In Diablo 3 present from 1.0.8, 2.0.1 version and is Burrowing Leaper type of monster. There are also other unique monsters of Burrowing Leaper type in the game - Shanabi (Fortune Hoarder) in Lost Mine Level 2 location, Dreadclaw the Leaper (Rodent of Unusual Size) in Fields of Misery location, Armorer's Bane (Harrower of Filth) in Watch Tower Level 2 location.

How to find Burrow Bile in Diablo 3:

Select Fields of Misery checkpoint and search entire map, if location didn't spawn go back to town and restart game.
